Panel on Good Practices in the Structuring and Financing of Public-Private Partnerships and Shared Lessons

Santo Domingo. –The Popular Foundation and the Pontificia Universidad Católica Madre y Maestra (PUCMM), within the framework of the "Alejandro E. Grullón E." Sustainability Chair, and the Center for Technology and Permanent Education (TEP), held the International Panel "Good Practices in the Structuring and Financing of Alliances and Shared Lessons with the Dominican Republic”.

This panel was part of the activities Specialized Course on Public-Private Partnerships for Sustainable Development in the Dominican Republic, and its objective was to present the best practices and lessons learned from different public-private partnerships implemented in other countries, and how this learning can be contribute to the structuring, development, financing and implementation of successful alliances in the country. It had as speakers Mr. Julio Toro Cepeda, director of IKONS - Public Private Association Models, from Chile, and Ms. Daniela Blanco Alvarado, director of research and consulting at the Foundation for Sustainability and Equity (ALIARSE).

Among the good practices identified, it was cited that the initiatives, programs or projects respond to a long-term development agenda, in which the private sector participates with its resources and capacities, while the state develops the public budget space to its expansion, extension or replication. The importance of contracts including mechanisms that allow their extension if the financial flows are not as projected was also highlighted, in order to avoid the inclusion of payments or compensations that could be detrimental to the common interest. An important element in this discussion is that the alliances are based on established legal frameworks and that they establish means to take advantage of the strengths of each actor involved. In this sense, the experiences of processes were cited in which there is no large initial investment, but other actors are added that can provide experience, technology, material resources and policy efforts.

Other important topics addressed were the recommendations of the experts for the financial structuring of alliances for the provision of infrastructure, the potential of alliances whose objective is employability, differentiating elements of the agreements, contracts and concessions that can contribute to the success of the projects executed under the modality of alliances and the mechanisms that can be addressed, both by the public and private sectors, for unforeseen situations or whose dimension has not been contemplated in the Alliance contracts, such as the current pandemic situation.

The specialized course on Public-Private Partnerships for Sustainable Development in the Dominican Republic is co-sponsored by the Popular Foundation, the Progresando con Solidaridad Program, Grupo Universal, Grupo Ramos and the United Nations Development Program (UNDP). This course aims to promote collaboration, cooperation and mobilization of public and private action to identify, structure and manage multi-stakeholder alliances around sustainable development objectives, through capacity building to address comprehensive processes of sustainable development and its economic dimensions. , environmental, social and territorial.
